Do donor centers defer US Navy servicemen who served on Navy ships in Europe because of vCJD exposure risk?

An East Coast colleague is curious to know if any blood center defers US Navy servicemen due to the time that they served on a US Navy ship in Europe. He wonders if US Navy ships restock food (including beef) supplies when in a foreign port, and if so, would such a practice present a potential vCJD exposure to US Navy servicemen.
