Maintaining control of lot release function when transferred to a centralized department within collections 

A blood center in California reports that currently at their blood center an RN (the charge nurse) reviews histories and performs lot release. However, the blood center is in the process of developing a centralized lot release department in collections. The inquiring blood banker states that the blood center is dealing with the challenge of ensuring the RN review of non-licensed work (per California law) while separating out the lot release function (possibly to be performed by non-licensed staff). How do other blood centers address these two functions? Please indicate if your blood center is within or outside California.
